Check the order to make sure dismissal is without comment, if with prejudice, you many not refile for a time

You would need to check with feds on thresholds for the poverty line. Last time I checked for pro bono services, you would be under.

Well, one may always file suit, but whether they can get a judgment is the issue. If no service then unlikely.

They can charge whatever the, the issue is can they collect it. If there is no contract, then attorney fees because you are late plus collection...
