I agree with my colleagues, but add that it's possible to keep the case alive with NVC past the 1-year mark. But it must be timely requested.

If he entered legally, is married to a us citizen, the marriage is legitimate, and he is otherwise eligible, you can file everything concurrently...

Yes, since you're authorized to work. He'll still need to fill out his own I-864 with the supporting documents, but then you can also do the I-864a.
