It's not your insurance carrier - you are not named on the policy and they don't owe you any special duty.

As already stated: If no case is filed, and no Order with a geographical restriction in already in place, you could move.

You can refuse it.
Then the other party, who presumably has an attorney, will file a motion in the court to make you produce it.

If this is a significant amount of money to you, I'd caution you to consult with an attorney asap. HOA's have a lot of power.
