No, the court does not let children decide where they want to live. You would have to file a motion to modify. If your mother does not oppose it...

It sounds like she missed a court date. She needs to hire an attorney to represent her and to post an attorney bond.

It sounds like you need to hire an attorney in Puerto Rica. If you don't have receipts you won't be able to prove that oyu made payments.
