You may certainly make a counter-offer. Ask your lawyer why he or she thinks there is no more room to negotiate, as there may be a reason.

Yes, even though the impairment rating is low it does entitle you to benefits. Use the Avvo Find-a-lawyer feature to locate a worker's comp lawyer...
