Quite often it takes awhile. 4 months is not a long time for this. Get a lawyer.

Yes it can be violated. I don't know all the details of the "hit and run", but it sounds kind of nit picky to me. Get a lawyer.

If the warrant was issued within the time frame, it is basically good forever.

You also have a conflict between state and federal laws. Texas is more receptive than the feds. Apply and see what happens.
