Edwin Manuel Quinones-Seneriz

My work as a Senior Assistant Regional Counsel for the U.S. Environmental Protection Agency involves the representation of the Agency in large, complex Superfund and Clean Water Act/Oil Pollution Act cases.  These usually include the negotiation of settlement agreements to perform millions of dollars of response and cleanup work at Superfund sites.  They also include the negotiation and, if unsuccessful, the litigation, of Oil Pollution Act enforcement cases in administrative and judicial settings for the imposition of civil penalties, corrective action and injunctive relief.  One of the cases I'm currently working on is the Deepwater Horizon litigation.  I'm one of many government attorneys assigned to that case.

Prior to entering the environmental law field, I worked as an Assistant District Counsel for the U.S. Immigration and Naturalization Service (now known as Immigration and Customs Enforcement) within the U.S. Department of Justice in the mid-90's.  My work included the civil prosecution in Immigration Court of criminal alien bond and deportation hearings, alien smuggling and drug trafficking exclusion cases.  This work was invaluable in teaching me trial skills as I was usually in court almost every day introducing evidence, testimony, pre and post-trial motions and briefs and even appelate briefs.

Prior to that, in the early 90's I worked as a staff attorney at the Central and Northwest Florida Legal Services offices representing clients in family, consumer, bankruptcy, juvenile dependency, immigration and environmental law matters.
