If it is expired, tell the title company to remove it. Their underwriter can do it. Best of luck.

They could file a mechanic's lien and try to sue you for payment. If it comes to that, you will need a construction attorney.

I think you should ask Jeffco housing. Here in TX, Section 8 tenants sign the lease with the landlord and not the housing authority.
