I have leased a property/house with option to buy, It was due to go to short sale, it did not, I decided not to buy.

If you have to sue to recover your deposit, you can ask for triple damages under the Deceptive Trade Practices Act.

The apartment side just decided not to renew my lease and refused to provide any reasons. I'm wondering why and is this common?

Maybe you can find an agent who can help you with a short sale. A short sale is less adverse than a foreclosure.

Yes, unless your neighbors voluntarily share in the cost to have co-ownership of the fence on the property line.

Unfortunately you will need to bear the cost of the pole. Perhaps they can provide a payment plan.
