He just needs to state his social security number so they can confirm he is a citizen or permanent resident

Once you file adjustment papers you will not be able to travel outside the USA for about 3 months until you get a travel permit called advanced...

You really need to see a lawyer. It is very hard to get lawful status if you have made false claims to citizenship

You need to file a writ of mandamus in Federal court to compel USCIS to make a decision. Hire a lawyer
