No. Once she receives her change of status she can no longer work

You can change employers. Your wife's h4 is not employer specific but is based on you maintaining h1b status.

Any past time in the last 5 years in L1 status will count towards the maximum 5 years you are allowed. You do not count the time you were outside...

Yes you can keep the priority date if you have an approved I140 through your old employer.
