Yes she can stay in H4 as long as her H4 approval (and your H1B) remains valid until Dec 31 2012

I would wait to receive the aproval notice and then file for your EAD online or by mail. It should take approximately 90 days.

The procedure for application has not been released yet but at a minimum you should have proof of enrollment in high school or a GED or high school...
