Consult with an attorney. You may be able ot buy time by appealing the decision and hten applying ofr a new h1B in April.

There is always a risk in going for stamping and i would not do so unless you absolutely have ot especially for such a short duration.

You can ask to reschedule ofr San Jose but I would go to San Francisco otherwise your application vcould be delayed by several months.

You probably will not be checked for internal flights but there is awlays a risk. it is prident to carry your receipts
