It is only for immediate relatives of a US citizen. It only covers unlawful presence and not other waivers. It does not cover people in removal...

You will need to file a new h1b transfer and provide your pay stubs from youe original H1B sponsor to show you are still in valid H status.

You can transfer your H1B visa to another employer if you will be performing substantially the same job position.
