Yes you can obtain a student visa. The school can usually organize this for you if it is a private school

You do not have a right to counsel for immigration violations. Different lawyers charge different rates.

question 21 , if I am sponsoring my husband ( so I am putting a " 1 " in 21 a ) , do I put a " 1 " in 21c -no as you do not want to count him twice

You should report it as you move up from the F3 to F1 category and your priority date moves up by about 4 years
