You cannot study on a B visa and you cannot get a student visa unless it is from an accredited school.

You are cap exempt as you have already been counted against the cap. If you have not used your visa you will get 6 years

Sometimes they transfer cases to different offices depending on work load. TSC stands for Texas Service Center

There is no sponsorship category for nieces or nephews. You would have to legally adopt them or enroll them in a private school that does F1- visas
