We really need to see the notice but generally a spouse can adjust status where they overstay a visa as long as they entered the USA legally

This is risky as if by any chance the H4 is denied she will be out of status. I would wait for the approval.

A replacement green card can take up to 6 months. You could try make an info pass and get a stamp in your passport at your local USCIS office.
