It depends on what the error is. You may be able to just correct it at the interview.

it makes no sense to file a I485 and 601A waiver. He either is adjusting in the USA and may need a 601 waiver or consular processing and do a 601A...

You would have to first get approval of a waiver waiving the 2 year residency requirement

Once the I130 is approved you have to wait for the priority date to become current before filing any other documents. They are currently working...

You can join the company as soon as the application is filed but should join no later than receipt of the approval notice.

Next Steps when RFE was never received on I-539 but website says it did. It seems like a problem on USCIS web site.

No. Filing just the LCA is online and you will get approval in a week.
