Does a non custodial parent have to tell the custodial parent where he is taking the child "out of town" to ?

Probably not although he should. You could perhaps get a court order.

If you get charged, hire an attorney and bondsman.
Is it a violation of your rights to be escorted out the courthouse by sheriff and told not to come back?

If you catch a criminal charge, hire an attorney. You don’t want a conviction.

Technically speaking, you have to follow the courts order however there are some exceptions. See an attorney
