Once a sealed indictment is served with multiple names does that mean everybody on the list has been arrested?

Not necessarily to jail, but at least arrested. They might be on pretrial release.

It is likely a public record. If you're represented by counsel, let counsel do it because the DA shouldn't be talking to you behind counsel's back.
