Your mother should have custody judgment. Ask her. If not she needs to hire an attorney to get custody.

If I'm on child support for one kid already, if another child is added will that decrease the amount for the first kid?

I'm assuming these two children are by two different mothers. In that case, no your child support for the first child does not decrease.

No the IRS will not intercept noncustodial parents child support payments to custodial parent. But get yourself a tax lawyer.

You need a famity law attorney to file for custody of all of your children. Right now the father's rights are equal to yours.
