If the child is in Louisiana, you need an attorney to file for emergency custody in Louisiana.

You probably have a Hearing Officer Recommendation. If no one objected and it was signed by a judge, it is now a court order.

He does not get to decide until he's 18. However he can tell the judge his preference if your attorney files the appropriate Motion.
