You need to ask the clerk of the court this question. They have the best handle on the law unless the "new" atty will answer the question.

This is a question better answered by the atty for the estate, if you are a distributee under the will.

I would first take a certified copy of the Court order awarding you the vehicle to the DMV and request that they issue you a title.

It is std procedure for title companies to requeswt 1099's. Ask your tax person for an answer to the tax liability.
