I got arrested for a misdemeanor possession July 21st of last year and still haven't been sentenced. Can I get this thrown out?

Nope. The state has one year from the date of your arrest to file a charge, which they did. There is no rule about sentencing you within one year.

It means they are giving notice to you, the defendant, of a witness or witnesses. Probably an expert of some sort.

Who knows. Call a lawyer in the county where your charges were and have them check for you.
