You are being sued in civil court so they can keep your money. Yes, it's legal. And you need to be very careful if you respond to the lawsuit...

You're more likely than not to get some jail. Each situation is different - and there's a chance you won't. Get a lawyer as soon as you can.

They would've given you a ticket at the time they busted you if they were going to. I'd say you have a 5-10% chance to get a ticket in the mail.

Yes you need a lawyer. If you get charged a warrant will be issued and presumably you'll get picked up on it...even if it's when you go to Court...

They do not extradite for.misdemeanors. That warrant will stay active until you're dead, however.

I wouldn't call him back. He's trying to get you to admit it was you. You have a 5th amendment right to remain silent. Use it.
