He's probably going to jail or prison. Maybe treatment. It's up to his PO and the Judge.

You can force the county with the new charges to take care of the charges. But you'll need a lawyer to do it correctly. Call the public defender...

You can't force a prosecutor to do anything. They have absolute discretion.

No you don't have to cooperate. However, sometimes if you rat a few people out then you won't be charged. Your call to make.
