Yes, the prosecuting attorney could still file a case against the shooter, if they believed a murder was committed.

Unfortunately you can not expunge under the law in Missouri as it is today. However, I believe there is an issue with the language you are using....

No, generally there would not be a way for your ex wife to freeze your current wife's accounts unless perhaps you are a co owner of the account.
