At that speed it's not a criminal charge it is a petty offense. By law, the maximum fine is $500 and I am sure yours was much less

Very unlikely Illinois would license you if you have a not eligible status in another state. Doesn't hurt to try.

Yes you will get a letter. Under a recent rule change If they reject your explanation, they will not cancel your permit
