That part of the Secretary of State is closed. They are not doing any testing at this time

Amended means one or more words in the complaint were changed in some fashion. Yes you can hire a private lawyer.

If I had to guess, I would say you won’t get a ticket but the fact he didn’t issue a ticket on the spot does not mean he can’t mail you one later.
