As Judy suggests, have your attorney help you enter into a payment plan.
I have had 3 DUI's. One in Illinois, then one in Wisconsin, then another in Illinois. Will I be able to get my license back?

There is no reason you cannot get your license back. If the WI conviction appears on your driving abstract your revocation would have been for 5...

I am sure the court records will show that you were notified of your return date. Follow up with an Iowa attorney. Charges don't just disappear...
