Facts are a little vague but most city ordinances give the police the right to impound if you are driving without a license.
Can you refuse a ticket in TN if you know you're in the right? Can they take you to jail on the spot if you refuse a ticket?

Quite possibly. If they do, try and get into a diversion program, where you pay a fine before charges are officially filed by a local government....

I agree with the above. Even non compact states. Also, some states ask about pending tickets in other states.
