Unlikely they would warrant you for a speeding ticket. However, almost certainly you have a failure to appear suspension against your license. So...

No. No seat belt violation, driver or passenger is points assigned. However it will show up on DMV report but won't matter.

I have had several law students with DUI arrests and convcition(s). They were able to get licensed in IL.
