Will a judge grant a motion to set aside a custody settlement do to me being uninformed by lawyer of stepfathers 2nd DUI charge?

you will need to show that the mere fact he has DUI somehow endangers the child. Such as proving he drives drunk with her in the car.

Champaign County is rough. If they ask for jail time tell the judge you want a PD.
Do I have to pay full court fines $1800 for getting my license back? I have already paid the license re-instatement fees of $250

The clerk is not supposed to return your physical license until you have paid your fines. Once you pay the SOS fee however you are legal to drive....

If I go to one of the five states that are not part of the Drivers License Compact to get a drivers license, is it legal?

With a suspended license in one state, it is going to be hard to get another state to issue you a license until you pay WA what you owe or enter...
