You mean you have an unpaid traffic fine? if so pay the fine and any costs and the suspension will be lifted.

Yes they can mail them. And if you ignore it you could end up not being able to renew your IL license because WI will suspend you.

Go to court and enter into a payment plan. That will lift the suspension for failure to pay fines.
In Illinois I got an ticket for an expired registration sticker. Is this a bogus ticket?

Renew your registration, take proof to court, the ticket will almost certainly be dismissed.
