Yes. A misdemeanor is a low level crime. So you need a lawyer.

Dismissed and NG can be sealed. But any statutory summary suspension would stay on your driving record.

The tickets for which you were suspended should be zeroed out when it is time to count the next three. Sounds like there is more to it. Thus the fee

Yes it can as long as the pet to rescind is filed within 90 days.
