Legally speaking, it is a petty offense. "Petty" means "minor".

It goes on your hidden driving record but not as a conviction. So insurance can’t see it.
Is getting a ticket for a out headlight a moving violation?

It is not. And even if the other driver shows you can request supervision which also doesn’t count.
Can someone get in trouble if a photo was taking of someone while driving and they were drinking a beer ?
