An informal hearing officer for the Secretary of State should be able to sort it out. Without having a driving record to look at, it will be hard...

What you should get is a lawyer. Felony charges are not resolved via online searches.

Yes. You need to show DOT that you had insurance at the time. This is separate from the tickets.
