Can a person whos "on the run"from probation(mis) move to another state to evade it?or will the new state have record of it?

If there is a warrant for his arrest, it could pop up any time and then he would be taken into custody to see if Michigan wants to pick him...

Probably not. Why would you wait 4 years. The time period to withdraw your plea is over.
