You do not need, and cannot get an advance parole document if you have a tourist visa. Your husband can, and he need to file it in the U.S. So...

No, since yours is an immediate relative petition this is no need for a waiver for overstaying the visa [nor does there exist any such waiver].

Your father may be qualified, and if you are his child under 21 you can be his dependent if he comes as an E1 or E2.

There is no waiver for the 5 year bar for expedited removal. You need to wait 5 years.

Unless they revoke the H4, she should be able to return on an unexpired, multiple entry H4 just as she could have done without trying to get an F1.
