By departing after June 15th, you do not meet the requirements.

At the asylum office, no. But at the immigration court your chances are nearly 50%. Yes, get a lawyer.

Yes. However this is no guarantee you will be able to return, you still have to prove that you have not abandoned your residence.

If he is granted a waiver he can return. The timing and type of waiver depends on the grounds of removal.
