There has been a pending regulation to do that. I have not seen that the regulation is in effect you, probably not until next year.

File a petition for him. He will have to leave the U.S. and get a waiver to come back. If he ever left the US since he first came, see an attorney.
After my basic training i will receive citizenship? or i must still finish my I-751 petition and get 10 years green card?

Check with your recruiter also about if you are eligible for a military expedite on citizenship.
