The I-129 is $325 and the dependents' I-539 is $290. They attorney can charge whatever they wish.

There is no change of status, as far as I am aware, to C1/D. You should board the ship outside the U.S. if you wish to work as a crewman on a ship...

You would be admitted for the same period of time as your husband. You could attend school, and you are allowed to stay while he travels outside...

Not recommended. If you have been granted a new I-20 for OPT it would be okay.

If you have $150,000 equity in the house, you may not have financial need. You must establish why you still need a work permit.
