Assuming you are eligible for a work permit, you can return to your country and reenter on the multiple entry visa.

Between 30 days and 1 year, depending on the embassy. Notice arrives, between six weeks and just a few days before the interview.

Your ex husband's unpaid taxes should have no effect on your eligibility, and you can get your tax transcript from IRS.
