You should be able to have the H1b sent to India and you can get it in the fall. You cannot just leave it for some future date at your discretion...

Yes, get it fixed. Also have the visa petitions, the entire packet with you when you arrive or they'll accuse you of having a fake visa.

Contact the embassy and ask if you qualify under the Child Status Protection Act so you won't age out.

Were you in the U.S. at that time, as a permanent resident? If so, you qualify, and you can just file for a US passport.
