It is unusual, but not unheard of, to get multiple notes of approval. There is no deeper meaning to it, and it is not clear why it happens.
Perhaps if the misspelling is minor, they will accept it at the embassy. Certainly if it is a completely different name, it will be a problem.

It may be requested when you appear for biometrics. You can file for a replacement green card and then file for naturalization.
It is not unusual, sometimes USCIS cannot match up the different files and they require multiple biometrics.
