You cannot transfer, but your new employer can file a new H-1b for you and you will be already counted in the quota.

No however your new employer can file a new H1b application for you. You will have been already counted towards the cap, so no problems there.

There may be a reason for the de-scheduling. I agree with Mr. dixler. Have a meeting with an attorney and bring copies of your application.
