At this time you need to have an attorney help you out. Re-sending will just get your application denied.

Was your F1 marked as "D/S" or "duration of status?" If so you don't have unlawful presence and should be able to get your H4 at the consulate....

You cannot transfer if you're not in the U.S.
Your new employer can submit a new petition for you, where you won't be subject to the cap.

There's no specific question on the i-485 application regarding false claim to citizenship but you still would be taking a risk. Talk to an attorney.
