It would appear they chose not to appeal. Did you work with an attorney? if you did they would get the notice of the appeal, if not, you would.

I think you are a bit confused with your terminology. Are you looking to study in the United States? An F1 visa is a student visa.

Using a fake SSN is a federal crime and will almost certainly lead to a nightmare of immigration issues that conclude in removal.
