Currently in H4 visa. I appeared 4 F1 visa and got rejected citing 214(b). Can I do COS coming to US or reappear 4 F1 visa again

I suggest you come back with your H-4 visa and change your status to F-1 here. When you do that, you have to make sure that you can submit proof...
