I applied for disability in October 31, 2010 both times denied. Hearing was November 14, 2014 and still no answer yet. Why?

I'm confused.
Workers' comp is not where you "apply for disability." That sounds like social security disability, which is totally different....

Probably, you failed to obtain a 2-622 affidavit from a doctor.
